Shocking video footage captures the moment a man was almost blinded when police fired a Taser into his eye twice.
Matthew David Kelly is suing police in Ohio, accusing them of excessive force following the incident during a traffic stop last May.
Ohio State Highway Patrol Trooper Bryan Cook arrested the driver of the vehicle for drunk driving. Kelly was asleep in the passenger seat of the truck, and several attempts by Cook to wake him were unsuccessful.
Deputy Clinton Sines is seen moving to the passenger side of the vehicle, opening the door and pulling Kelly out of the truck.
When Sines lost his grip on Kelly's sweatshirt, he drew and fired his Taser, hitting Kelly in his right eye.
Sines ordered Kelly to get on the ground, but he remained standing with his head in his hands, looking confused.
In the video, Sines is heard to shout: "I'll do it again, get on the ground."
Sines then fired a second shot, which according to the lawsuit, "sent a second surge of high voltage electricity" into Kelly's eye.
At this point both officers finally realised Kelly was still tangled in the seatbelt from the vehicle. They freed him and paramedics later took him to hospital.
According to the lawsuit, Kelly suffered "near total loss of vision" in his right eye.
Deputy Sines was not reprimanded for the incident, after the County Sheriff reviewed the footage and decided he acted properly.
According to local news station 10TV, Sines holds several accolades - but also reprimands for unprofessional conduct on his personnel file.
